What is the base DC for resolving spell casting in the 4th edition d20 rule set?

@Toxicpanduh: That's interesting that it would resolve against a character's defense... as if a character could "dodge" an incoming curse. Thanks for the tip. I will use that as a base mechanic until I invent a house rule to compensate for the "dodged curse" scenario.

My understanding is that 4e spell casting doesn't have a "base" DC nor do spells automatically "hit". Instead, when you go to use an ability / spell you must roll a D20, add any positive modifiers to your attack roll & than compare it to your targets defensive score (plus any of their modifiers). If your total is equal to or greater, than you "hit" with your spell. Each character monster will have a value for their own AC, Fortitude, Reflex & Will. For instance, a kobold might have an AC 15, Fortitude 11, Reflex 14, Will 13. Physical attack rolls are checked against the opposing AC while abilities / spells are typically checked against Fortitude, Reflex, Will.
